Community · Pamanil/Pamalexsha communications

A public-safe map of minutes, emails, notices, meeting records and missing proof. It shows what was documented, what was merely proposed, and what still requires native records.

Language control. “Pamanil did nothing” is too absolute: documentary and administrative acts exist. But a proposal, appointment, notice or invoice is not proof that Pamanil supplied integrated hotel maintenance. Gil's fraud/economic-crime allegation remains attributed and unadjudicated.

Public source editions

22 June 2011

The located sixteen-page copy supports repository arithmetic of approximately 75.671% for LPB and 6.930% for the seven listed vote-eligible entries; these are not certified totals expressly stated in the minutes. The structured public redacted digest now has a separate page-sequenced OCR text edition; manual line verification and source facsimile remain pending.

What would prove or disprove performance?

People

Employment contracts, payroll, Social Security, rosters, supervisor logs and insurance.

Work and supplies

Work orders, access logs, photographs, consumables, tools, water/electricity contracts and supplier invoices.

Money and authority

Signed contract, valid resolutions/proxies, bank statements, tax returns, invoices, payments and beneficiary mapping.

Criminal-law boundary. For each alleged act, the record must identify actor/principal, duty and capacity, falsity, knowledge, intent, reliance, causal effect, benefit or harm and the strongest lawful explanation. Missing records or an invalid resolution do not automatically establish fraud.
