INSTITUTIONAL FIRST READ
Test the finite E.G. 745/2026 record before evaluating the wider allegation.
Use the same controlled evidence base to inspect source status, contrary material, procedural scope and open gaps.

Public Prosecution Service — unitary evidence, error, omission and action record
Control date: 31 August 2026. E.G. 745/2026 is the focused control case within the wider record. The published sequence is source → receipt → classification → routing → decision → omission → action. An adverse outcome, silence, a routing gap or repeated institutional contact does not itself prove coordination, obstruction, prevarication or criminality.
31 August control results
- Filing status: fresh sent-mail and REG-AGE candidate review found no post-notification reconsideration or equivalent receipt. The appeal remains PREPARED / OUTSTANDING — NOT VERIFIED AS FILED.
- Source identity closed: the attachment SHA-512 printed on
REGAGE26e00070235775exactly matches the SHA-512 recomputed from the signed 31 July master. The two controlled binaries are byte-identical. This is not proof that reconsideration was filed. - 20–21 August central checkpoint: a communication addressed to the Head of Inspection identified
REGAGE26e00070235775; the FGE Technical Secretariat acknowledged receipt the next day and stated that corresponding management would follow. This proves central receipt, not transfer to Inspection, E.G. 745 association, allocation, incorporation into the examined corpus or a merits assessment. - Repository gap: two excess Base64 characters were identified in the public-safe Anexo 4 RedSARA reconstruction. A test repair matches the published sizes and hashes, but private-source governance prohibits modifying encoded payloads in public Git; a governed custody/replacement route remains pending.
Reconstructed institutional chain
| Route | Controlled source / decision | Gap or action |
|---|---|---|
| DI 248/2018 | The contemporary 14 January 2019 expansion requested investigative steps concerning the insolvency-administrator/CAM perimeter. The signed 7 May 2019 closure expressly invoked the adverse classification position already adopted by the prosecution service. | Certified file and requested-versus-performed matrix. The institutional cross-reference does not prove personal coordination between signatories. |
| 12 March 2019 classification opinion | The opinion signed by Ricardo de Mosteyrín literally refers to insolvency aggravated by intent or fault of the insolvency administrator while seeking consequences against other persons. | Preserve the textual tension and obtain the underlying analysis/sources; do not convert it into a finding of knowing use or crime. |
| DI 113/2022 | The signed 8 February 2023 closure Decree and signed 23 February 2026 copy/information decision are verified primary sources within the official 25 February 2026 notice under NIG 3501670220220003722. | The signed decisions are no longer an open reference. The complete file and index, investigative steps, source inventory, complete remittal and native DP 668/2021 court chain remain outstanding. |
| DI 22/2026 | The signed 11 February closure and signed decisions of 13, 16 and 19 February and 2 and 3 March 2026 are located. The 3 June, 30 June and 8 July acts remain institutional until each signature is verified. | Obtain the complete file and index, every received item and hash, allocation, investigative steps, source-by-source treatment, remittal instrument/receipt and native signatures for later acts. Joinder does not prove individualised substantive examination. |
| DIP 2/2026 | Primary record: receipt 20 January; opening 11 February recorded in the decree; closure 6 March; notice 9 March. Correction REGAGE26e00026303869 identified judicial acts concerning RPL 3319/2025 against a premise used by the decree. | Obtain incorporation, examiner, reconsideration and outcome records. The contradiction does not prove deliberate falsity or compel a different result by itself. |
| EG 49/2026 | Signed decisions of 3 and 8/9 June declined and closed the route; the second accumulated the renewed request. | File, source inventory, referrals and treatment of the literal 2019 phrase. Institutional possession does not prove personal knowledge. |
| DP 1901/2026 | The primary 12 July order, NIG 3501643220260016977, gave the prosecution service five days to report on admission in connection with DIP 2. | Highest priority: signed report, author/allocation/review, transmitted corpus and later judicial act. Absence from the present corpus does not prove non-existence. |
| E.G. 745/2026 · 2 August | The registration has 12 requests, names all six files and seeks functional reconstruction, production and preservation. | File/index, 2/3 August traces, examined corpus and request-by-request treatment. |
| Central FGE route · 20–21 August | The Inspection-directed communication identified the E.G. 745 receipt and requested transfer/association. The Technical Secretariat acknowledged central receipt and future management. See the public 20–21 August control. | Obtain destination, transfer, E.G. 745 association, allocation and proof of incorporation into the pre-decision corpus. The acknowledgement does not prove those steps. |
| E.G. 745/2026 · 26 August | The Decree calls the submission “confusing and incoherent” and closes it. | Native/verifiable decision, individualised reasons, preservation, functional attribution and referrals. |
Later connections with evidential firewalls
Judgment 163/2023 confirms Public Prosecution attendance at the 25 July 2023 hearing but does not name the prosecutor. Identification of Ricardo de Mosteyrín comes from Gil's Declaration 015 and remains separate from official certification. The certified record, audiovisual master, transcript, appearances and institutional allocation are required before attributing particular words, knowledge or personal decisions.
RPL 2523/2025 is a distinct appeal with an incomplete controlled record. A website, E.G. 745 filing or later analysis is not part of that roll without a lawful filing, admission, referral, service or incorporation record. RPL 3319/2025, cited in the DIP 2 correction, is not RPL 2523/2025.
Errors, omissions and classifications
- Source–Decree discrepancy: global “confusing and incoherent” characterization versus a source with defined scope and 12 requests.
- Specific matters: insufficient-concreteness statement versus six named proceedings and a request for functional reconstruction from institution-held records.
- Cure: Article 68 treatment after reliance on Article 66 remains a review ground, not a declared judicial error.
- Production omissions: no located individualized answer to the 12 requests, six-file examination inventory, examined corpus, complete file/index, preservation disposition, actor-by-actor routing or referral list.
- 2/3 August route: the REG-AGE/email difference requires traceability; it does not itself prove alteration or suppression.
- 20/21 August central route: the Technical Secretariat acknowledgement proves receipt but leaves transfer to Inspection, E.G. 745 association and incorporation into the corpus examined before closure unresolved.
Current action matrix
| Priority | Action | Status / closure evidence |
|---|---|---|
| CRITICAL | Elect optional reconsideration or direct review; verify notice and deadline. | Dated decision and counsel control. |
| CRITICAL | File reconsideration if elected and authorised. | Exact bytes + official receipt + timestamp; until then not filed. |
| HIGH | E.G. 745 file, index, native act and traces. | Separate access/preservation request + receipt + production or refusal. |
| HIGH | Reconcile the 20/21 August central acknowledgement with E.G. 745. | Destination, transfer, association, allocation and examined corpus; or express confirmation that no association occurred. |
| HIGH | DP 1901 report/later decision and all six files. | Certified copies, indices and source-specific matrices. |
| MEDIUM | 2023 hearing and RPL 2523. | Record/audiovisual/appearances and complete certified appeal roll. |
| CLOSED | E.G. 745 registered-source identity. | Exact SHA-512 match, verified 31 August. |
