Who called or generated the record
The source documents CEXP's universal constitution from 17:00 to 17:30, separate from the 12:00 Community meeting. LPB and Montelanza appear through representatives and Uri Omid is elected chair/CEXP president; no separate convener is named and chairmanship is not treated as notice authority.
Classification basis
This is a post-sale transition attended and signed by both Montelanza and LPB, followed by LPB taking the presidency. That cross-lane participation prevents forcing the event into A or B and does not itself establish notice authority or validity.

Boundary: New source family: three Spanish pages plus three pages of sworn English translation, all visually reviewed. It is not a variant of the 12:00 Community minutes. The public-safe custody control records uncertified private automated OCR for 6/6 pages: every image decodes and is nonblank, and no page produced zero characters. The wholly redacted public images do not publish that OCR. Wording-to-image comparison, manual line-by-line verification, original/book, distribution, authenticity and legal effect remain open. The translation's literal '29 April 1008' date is retained as a source error.
