The private packet contains 27 individual PDFs, 1,270 page instances (including overlaps), 22 source illustrations and an 18-page, 12,429-word principal. The proposed ten registration groups remain a filing plan. No registration, admission, institutional examination, email or authority contact is claimed for this new substantive response.

The earlier 13-of-13 personal-action reconciliation is separate: fourteen registration events represent thirteen actions because A02 includes a supplement. A06/A13 now have receipt-controlled registrations; their substantive handling and formalisation/admission questions remain open. A02's missing supplemental document hash and A12's extraneous filed-text tail remain disclosed.

## Preservation and limits

The historical worker audit remains a dated record of the earlier outage and unsaved 15,050-word draft. That lost draft has not been retroactively declared recovered. The current principal is a reconstructed, reviewed successor with its own exact hash. The current recovery completed 85 ordered source-preservation writes (including four guarded replacements), followed by 83 explicit successful final-artifact saves. These are write counts, not counts of unique originals or a blanket independent-backup certificate.

Raw private originals, filing bodies, identifiers, signatures, private correspondence and provider locators are not published. Hashes establish byte identity when compared with the corresponding original; they do not establish the truth of its contents or replace the original.

The network/perimeter and illicit-origin theory is the complainant's allegation. The packet distinguishes source facts, attributed statements, inferences, adverse material and requested verification. Financial scale, commercial representations, professional assignments and common association do not by themselves prove illicit origin, agreement or criminal responsibility. Documentary identity, individual acts, tracing and competent official records remain necessary.

Repository preservation is not official filing. The separate June digitisation worker is acknowledged and is not silently integrated by this change.
