One public-safe working surface for complaints and communications sent to the Ministerio Fiscal, replies, decrees, routing acts and reports received from it, and their exact or contextual links to proceedings inside and outside Fiscalía.
Evidence boundary. A reference is not a merger. Registration proves only the state shown by the receipt; it does not prove internal delivery, association, examination, admission or merits. Institutional possession does not prove personal knowledge, agreement, intent, wrongdoing or liability.

How to read the three scopes
Inside a proceeding
A Fiscal report, position or communication recorded within a judicial or other non-Fiscalía file.
Outside proceedings
A complaint, communication, decree or response in a distinct Fiscalía intake, investigation, governmental or inspection file.
Cross-file bridge
One event expressly references both categories. The bridge records that reference only; it does not prove joinder or shared merits.
