RECEIPT → DELIMITATION → REFERRAL → RECONCILIATION

General Comptroller and SIINF: three communications, distinct functions and incomplete traceability.

Outgoing 699645/2026 clarifies how March and June must be read. The Office limits its competence but does not certify the general absence of other aid, regional incentives, European/ERDF funding, payments, certifications or files.

Controlled sequence

  1. 184368/2026 · 5 March: remit delimitation and activation of the internal integrity route, subject to confidentiality.
  2. 497011/2026 · 11 June: identification of the RIC route and referral to the competent Vice-Ministry.
  3. 699645/2026 · 19 August: refusal of an all-encompassing audit at a third party’s request and express clarification that June was not a general nonexistence certificate.

Rule: a remit limitation may be correct; the auditable issue is whether delimitation, referral, receipt and response were documented.

SIINF does not replace native files

SIINF is a route for objective indications within the Canary autonomous-administration scope. It does not replace production of RIC file 02/2022, GC/836/P06, the ERDF operation, payments, controls, invoices, assets or employment evidence.

The August letter notes the channel’s availability; it does not by itself confirm a new specific referral or the outcome of the March communication.
