SOURCE-QUALIFIED PUBLIC RECORD · AS OF 27 OCTOBER 2026 · PD-PUB-FILINGS-HUB-DESIGN-20261027-01

Three authorities. Three different questions.

A source-qualified map of the October 2026 filing sequence: who is competent, what is already registered, what is only prepared, and which original records can answer the unresolved questions.

This is an independent public-interest reading proposal—not an official filing portal, an authority’s decision or a statement of proven misconduct.

Understand the status

A green receipt and an open investigation are not the same thing. Each event has a procedural state and an independently assessed evidence state.

01 · Procedural status

Draft → electronically filed → registered → received by competent office → assessed → decision. Only recorded steps count.

02 · Evidence status

Official award, recorded inspection and dated opinion are sources. Payment, personal knowledge, intentional wrongdoing and causation require further proof.

The three filing routes

Follow the authority’s actual competence—not the order in which the documents were written. Every route retains its own receipt, legal test and next action.

02

Fiscalía General del Estado · Article 144 RD 305/2022

Prosecution-office oversight

Registered

This registered communication concerns institutional handling of a personal criminal report regarding a prosecutor’s earlier involvement in a separate insolvency case. It does not ask the State grant office to judge a prosecutor’s criminal culpability.

What the existing sources establish

  • 25 October 2026: an Article 144 communication was entered into the general register with reference REGAGE26e00091902259.
  • 26 October 2026: REG-AGE issued an informational notice showing that the FGE general registry office was processing the registered communication from 09:32:30; this is not confirmation of a substantive case assignment.
  • Separate report to Fiscalía de Canarias: five registry submissions on 25 October; the office acknowledged receipt of the complaint and documents on 27 October.

What remains open

  • Whether FGE/Inspección Fiscal assigned a case or requested formalisation, and who has legal responsibility for the next decision.
  • A registration receipt does not certify an opened criminal investigation or independent evaluation.
Official / documentary stage
25 October 2026 · official AGE receipt
Recommended next step
Next: trace legally disclosable allocation and any formal procedural request; do not repeat the complaint.

03

Ministerio de Hacienda · GC/836/P06 · Article 62(3) LPAC

State public-funds control

Graphic signature · unfiled

A proposed administrative denuncia asks the grant authority to verify whether the awarded regional incentive generated any improper expenditure or other concrete harm to State funds. This is distinct from transparency appeals and from criminal complaints.

What the existing sources establish

  • Published 2023 award to Hotel New Trend, S.L.: €3,440,914.20 on €11,469,714 of eligible investment, and 60 proposed jobs.
  • Official record of a site visit on 22 March 2022; Ministry receipt of the grant application on 7 June 2022, without proving the first valid regional filing date.

What remains open

  • Whether any money was actually paid; expenditure and ownership/availability conditions; eligible works and verified jobs.
  • Whether a specifically evidenced public-patrimony injury exists so that Article 62(3) applies to a competent administrative denuncia.
Official / documentary stage
25 October: related State procedural filing REGAGE26e00091894876; distinct four-page Art. 62(3) report graphically signed on 27 October, not electronically submitted
Recommended next step
Next: check for mandatory specialist procedures, authenticate through the accepted State portal, verify original annexes and secure express owner authorisation before submission.

04

Gobierno de Canarias · DGPDE · project-monitoring remit

Canary Islands project verification

Regional filing registered

A regional GC/836 submission was registered on 25 October 2026 for procedural position, access, preservation and project oversight. An additional regional public-funds report is conditional and should not duplicate this existing submission or the State track.

What the existing sources establish

  • 25 October 2026: Canary Islands administration registration REGAGE26e00091887259 is supported by its official receipt. It establishes a registry submission, not a decision.
  • A 26 April 2023 evaluation sheet describes the project as “new installation”, with separate civil-work, equipment, own-funds and employment conditions.

What remains open

  • Original regional application, project category and assessed works; dates and supporting property/operation documents; verified employment and regional monitoring.
  • Whether a separate personal/corporate standing request or an administrative public-funds report is necessary and properly addressed.
Official / documentary stage
25 October 2026 · REGAGE26e00091887259 (registration); additional regional filing unsubmitted
Recommended next step
Next: track routing of the registered submission; lodge a further regional request only for a verified gap requiring a distinct procedure.

Document dates, not a chain of guilt

The following is a source chronology. Its arrangement does not prove that one actor caused another body’s later decision.

  1. 12 Mar 2019 — Prosecution opinion in private LPB insolvency; distinct from public-administration assets.
  2. 22 Mar 2022 — Customs Surveillance visited Sun Park and recorded works and closure.
  3. 7 Jun 2022 — Ministry recorded receipt of HNT’s incentive application.
  4. 26 May 2023 — Regional-incentives award published; award is not proof of payment. · Official BOE
  5. 19 Jan 2026 — Specialist prosecutor appointment published; this later role is not a 2023 grant decision. · Official BOE
  6. 25–27 Oct 2026 — Criminal-report registrations and later Fiscalía de Canarias acknowledgement; further handling open.

Three different legal instruments

A single fact can be relevant to multiple authorities, but each statutory route has a separate triggering condition.

Article 144 · RD 305/2022

Alleged prosecutor misconduct

The institutional route for a properly presented criminal concern involving a prosecutor.

Original public legal instrument
Article 62(3) · Law 39/2015

Public-administration patrimony

A competent administrative denuncia invoking possible damage to public-administration assets; a decision not to initiate must be reasoned.

Article 146 · RD 305/2022

Claimant-specific State liability

Separate possible compensation where legally qualifying harm arises from prosecutorial judicial functions. Not a grant-control tool.

Parallel judicial correction: Meeting Point 93/2025

An existing one-page case-identification correction is prepared but unfiled. It belongs to the Canary Islands judicial portal, not the RedSara State-grant route.
