COSTA PAPAGAYO · SANITATION · DOCUMENTARY TRACEABILITY

An infrastructure question that needs the complete record.

The Costa Papagayo wastewater treatment plant appears in public administrative sources. What still needs to be verified is the documentary chain: title, rights, contributions, operating duties, and the relationship of any entity or unit to that infrastructure.

The precise question

What do the documents say about the wastewater plant and who held which right or duty?

The answer cannot come from an isolated reference, a commercial name or a party’s assertion. It requires the reconciliation of title, planning and water records, agreements, any urban conservation entity where relevant, and operational and cost records.

What must stay separate.

Infrastructure, land title, accommodation units, economic contributions, operation and maintenance responsibility may or may not align. Each category requires its own evidence.

  • Title or real right in the plant and its component elements.
  • Title to linked plots, registered properties or units.
  • Any contribution, levy, charge or economic right.
  • The person or entity authorised to represent a community or urban entity.
  • Operation, maintenance, connection and use of treated water.
  • The relationship of all of the above to separate administrative acts or proceedings.

Public sources located

The starting point is verifiable; it is not yet a complete answer.

These sources identify bodies, periods and documents to be checked. They do not, by themselves, prove the title, participation or responsibility of a particular entity.

Official source · 2016

Official Canary Islands Gazette

The BOC published an administrative reference relating to the Costa Papagayo partial-plan wastewater plant. It is a starting point for identifying the corresponding authorisation, regularisation or technical file.

Read the BOC notice →Primary public source. It must be read with the full file and its annexes.
Official source · 2017

Lanzarote Water Consortium

The Consortium reported agreements concerning water supply, sanitation and reuse networks in several Playa Blanca partial plans, including Costa Papagayo. The note places the infrastructure in a network and cooperation context; it does not resolve the chain of title.

Read the Consortium notice →Primary public source. The complete agreement texts and annexes should be requested.
Planning context

Yaiza and territorial planning

The infrastructure also appears in public territorial-planning material. That mention helps locate the asset and its technical relationships, but is not a title determination or a complete schedule of economic rights.

Read the planning document →Orienting context only. Any specific identification must be checked against the competent records.
Reserved record

Non-public correspondence and documents

Private references have been located that justify a deeper documentary review. They are not reproduced here: confidentiality, professional privilege and data protection take priority over publication.

Read the publication rule →A private reference is a research lead, not public evidence on this page.
Reading rule: “a public reference exists” does not mean “title is established.” Complete records may confirm, qualify or rule out any hypothesis.

Proceeding to verify

Why was LPB the executed party?

ETJ 370/2013 records Costa Papagayo as claimant and Luchy Playa Blanca, S.L.U. as the executed party. That procedural identification does not itself establish substantive liability or automatically displace other entities.

The answer requires a complete chain.

The requested record is the original constitution and membership, any valid succession to LPB, the debt certificate, the authority of its issuer and the trail of its use in Arrecife and, where relevant, the insolvency proceedings.

  • The title, statute, contract or resolution that made LPB liable.
  • The separation between LPB, the communities, exploitation, Matkator and rights not automatically within LPB’s estate.
  • Disclosure, verification and accounting in Concurso 36/2012.
  • The capacity and powers of every private representative who may have supplied documents or positions.
Boundary: the review tests possible error, succession, representation and disclosure questions. This page does not attribute a secret agreement, false document or unlawful conduct to any person.

Verification request

The responsible route is to request specific documents from each record holder.

The request should respect personal-data limits and legally protected secrecy. Where appropriate, a redacted version, index, certificate of existence, or identification of file and access route will be enough.

Administration and infrastructure

Files, agreements and operation

  • Water, sanitation, reuse or network-reception agreements affecting Costa Papagayo.
  • The owner, operator, conservation entity or interlocutor named in each record.
  • Reports concerning connection, maintenance, costs, contributions and use of treated water.

Useful outcome

More clarity for infrastructure, community and the future.

A well-documented answer can reduce uncertainty, allow each responsible party to act within its remit, and improve the foundation for sustainable tourism projects and infrastructure in Lanzarote.

We ask that this question be treated as an objective, separate verification: no disparagement, no shortcuts and no confusion with other files.

Evidential and publication boundary

What this page says—and what it does not.

A public page must be more cautious than a private file: it distinguishes the source, the question and the evidence still missing.

This page does not allege unlawful conduct by any person, company, community or institution. It does not publish confidential correspondence, personal data, legal advice or unverified assertions. It does not state a participation, title, debt, obligation or responsibility of Hotel Sun Park, Luchy Playa Blanca, Aweswell or any other actor. It is a request for documentary verification which may be corrected once complete primary sources exist.
