### Privacy/publication control

The complete raw extraction should **not** be committed to the public website repository as-is. The 77-page source contains private contact details, addresses, banking material and other personal/operational data. Public work should use controlled extracts, source references and redacted reproductions where publication is necessary and proportionate.

### Public redacted edition — added 19 August 2026

A repository-safe public edition has now been added at:

`evidence/community/ACTA_26APR2016_PUBLIC_REDACTED_EDITION.md`

It preserves the governance-relevant meeting facts, page map, aggregate percentages, chronology and source hash while omitting personal/professional contact details, street-level addresses, telephone/fax/email, DNI/NIF/CIF, bank/account identifiers and non-essential private owner-level financial detail.

It is expressly **not** the evidential master. Authentication hierarchy remains unchanged.

The accompanying visual reader is:

- EN: `en/community-instrumentalisation/two-competing-governance-records/`
- ES: `es/comunidad-instrumentalizacion/dos-registros-gobernanza-competidores/`

The visual reader labels **capture as a hypothesis to be proved**, not as the status of the minutes.

## Page-level source map

### Pages 1–12 — signed act / meeting record

Core ordinary meeting record, including:

- meeting constitution and permission to record;
- presence of security and named Community advisers;
- agenda;
- attendance / representation / participation percentages;
- asserted voting eligibility;
- management report and historical litigation narrative;
- 2010–2015 accounts item;
- election of president/board and administrator;
- 2016 budget and retroactive quota treatment;
- morosity/debt/recovery authorisations;
- Community bank authority;
- Industry/OCA/access issues;
- Costa Papagayos issue;
- complaints to public bodies;
- requests/questions and commitment to review accounting documents.

### Page 13 — president's pre-meeting owner letter

Letter dated 6 April 2016 describing preparations for the Junta, work by lawyers/administrator/advisers and a group of owners, and the importance of attendance.

### Pages 14–20 — meeting security

Security invoice and service contract concerning the 26 April meeting at Hotel Princesa Yaiza. The contract identifies the Community-side contracting representative and the one-guard, unarmed service window.

### Pages 21–31 — receipt/debt lists and account extracts

Accounting / receipt / alleged arrears material used in the meeting package. Treat as accounting inputs requiring reconciliation, not self-proving debt.

### Pages 32–43 — budgets / debt-estimation sheets

Budget and recalculation material relevant to the shift in proposed Community quotas and the effect on asserted arrears.

### Page 44 — Community-administration budget

Pamalexsha Servicios Integrales budget for administration services.

### Pages 45–53 — burofax / pre-meeting correspondence

Includes the LPB-side objection/request for document-based correction and the Community-side response. These documents establish that debt, morosity, expenses, authority and access were actively disputed before the meeting. Each side's assertions remain party statements unless independently proved.

### Pages 54–74 — engineering / Industry / OCA material

Technical and administrative records concerning electricity/inspection/access and related engineering material. These are relevant to the operating-control and regulatory context but must be analysed document by document.

### Page 75 — Costa Papagayos debt certificate/material

Separate Community-credit/debt item; do not merge with the LPB/owner Community-debt analysis without tracing its basis.

### Pages 76–77 — engineering photographs / plan annexes

Visual/technical annexes linked to the engineering/inspection material.

## High-value internal locators from the signed act

### Participation and representation

The act records:

- LPB: 72.976%;
- total present/represented: 89.727%;
- only eight owners as entitled to vote under the asserted current-payment filter, totalling 11.039%;
- Elena Santos Ramos → Víctor Fernández Cox / Local 1;
- Miguel Hernández Lorenzo → Juan Carlos Fernández Cox / bungalow 507;
- Carlos Saavedra Rodríguez → Simon Peter Thompson / bungalow 708;
- Patricia Domínguez → LPB + Mariano Palacios Fernández;
- Francisco Matos Matas → Francisco Luis Molina Molina;
- Antonio Cogolludo Rojas → Inversiones Salinetas S.L.

### Financial/governance sequence

The signed act records the following sequence:

1. 2010–2015 accounts were presented despite acknowledged documentary incompleteness;
2. PwC-side representatives and Patricia questioned why the item was brought without the full information;
3. accounts were not approved;
4. subsequent governance items were voted by the 11.039% vote-eligible pool;
5. the proposed bungalow quota was reduced from approximately EUR171.89 to EUR22.26 and given retroactive treatment to January 2010–December 2015;
6. the act then states that Community arrears fell considerably;
7. debt certification / recovery authority followed.

This sequence is evidentially important. It does **not** itself prove that the voting filter, quota treatment, office-holder election or debt enforcement was unlawful.

### 15-day audit/reconciliation commitment

The requests/questions section records Patricia Domínguez offering to provide accounting material and seeking answers concerning payments said to have been made on Community account. The administrator undertakes, after receipt, to produce an exhaustive audit report within 15 days, hold a dedicated meeting and, if no agreement is reached, call an extraordinary meeting.

Priority follow-up search:

`documents delivered → receipt proof → 15-day audit/report → dedicated meeting → extraordinary Junta if needed → final reconciliation or non-reconciliation`.

## Authentication hierarchy

1. Native/original signed act and annexes;
2. certified copy / Community act book where available;
3. this 77-page preserved PDF and its hashes;
4. complete digital text extraction;
5. public redacted edition;
6. later summaries / website statements.

No later summary should override the primary wording of the act.
