# GC-HC-010 — Reg. No. 24 / Control 24 continuity and evidential-boundary control

**Control date:** 4 September 2026
**Canonical record:** `GC-HC-010`
**Unified reception locator:** Decanato daily registration no. 24 / Control 24
**Correction authority:** direct reporting-party corrections in the authenticated project thread, reconciled with the existing Control 24 digitisation and handover.

## 1. Canonical identity — non-fragmentation rule

`GC-HC-010`, `Control 24`, `Reg. No. 24`, the original 18 June 2026 complaint/notitia criminis and the 25 June 2026 supplement are one continuous filing record.

- **18 June 2026:** original complaint presented through the Decanato office under daily registration no. 24.
- **25 June 2026:** dependent supplement/ampliación to the same Reg. No. 24 record.
- **The 25 June supplement is not an autonomous complaint or proceeding** unless a primary registry or judicial source later establishes a separate identity.
- The public Control 24 dossier is the full narrative/digitisation layer for this canonical record; `GC-HC-010` is the master-proceedings identity and navigation layer. They must not drift into competing accounts.

## 2. Digitisation state

The existing Control 24 release records and publicly digests:

- the located signed **79-page package**;
- the **31-page principal complaint** and **ten selected annexes** within that package;
- the located **10-page supplement of 25 June 2026**;
- presentation and status chronology;
- five documentary issue modules;
- actor-specific attribution method;
- the formal-querella boundary;
- links to the judge, Insolvency Proceeding 36/2012, the Insolvency Administrator track, DP 1901/2026, DP 1956/2026, CGPJ/Fiscalía, administrator-removal/fees, active-estate supervision and funded-exit material;
- privacy, correction, right-of-reply and non-fragmentation boundaries.

Native evidence remains in private custody where required. Public digitisation means source-safe transcription/digest/provenance and interconnection; it does not require publication of unredacted personal data, signatures, privileged material or every native page.

## 3. Current procedural status — mandatory boundary

Daily registration no. 24 is a reception locator, not a judicial case number. Two facts may be stated and used affirmatively in the repository: **the complaint was filed/presented through the Decanato under Reg. No. 24**, and **its subsequent route has not yet been traced or primary-verified**.

The expected or presumed competence route is **TSJ Canarias / TSJC**, because of the judicial capacity/competence framing of the complaint and its intended route. That expectation is a legitimate contextual proposition, but it is **not** equivalent to proof that the Decanato actually reparted or remitted the filing there. The current documentary record does **not** permit the repository to state or imply any of the following unless a primary source is later linked:

- confirmed allocation/reparto to the TSJ/TSJC or any other judicial body;
- NIG or Diligencias Previas identity;
- confirmed TSJ/TSJC receipt, docket entry, acceptance or custody;
- investigation or Fiscalía treatment;
- formal querella filing;
- dismissal, archive, remittal or other disposition;
- current judicial custodian or present physical/electronic location.

Accordingly, the canonical present status is: **filed/presented under Reg. No. 24; expected/presumed TSJ Canarias / TSJC competence route; subsequent judicial allocation, destination, current custodian and outcome untraced / unknown**.

The fact of filing should not be diluted merely because the downstream route is unresolved. Conversely, the intended or expected TSJC route must not be converted into a verified originating organ/current custodian.

### Active trace position

The reporting party is asking the **Decanato / Registro y Reparto**, the **TSJ Canarias / TSJC**, and the **CGPJ** to locate and confirm the post-intake route, present location/custody and procedural treatment of Reg. No. 24. Until a primary response, reparto record, receipt, docket or equivalent source is obtained, this remains an active trace inquiry rather than a verified procedural destination.

## 4. 25 June supplement — custody boundary

The reporting party states that the 25 June supplement was physically joined to the Control 24 package. The repository may record that as the presenter's account and as a continuity/provenance fact. It must not upgrade that observation into certified electronic joinder, judicial remittal, admission or a separate proceeding. The priority source gap is the electronic metadata and joinder/remittal record.

## 5. CGPJ interface

The combined Reg. No. 24 matter was subsequently reported to the CGPJ within the reporting party's `169/2026` appeal/control record.

The Master Proceedings Register separately carries:

- `GC-GOV-019` — the CGPJ control carrying the `169/2026` reference; and
- `GC-GOV-020` — `Recurso de alzada 286/2026`.

These controls must remain distinct. Cross-linking Reg. No. 24 to 169/2026 records later reporting/provenance and the current trace request only; it does not establish joinder, acceptance, merits review or the destination/outcome of the original Decanato filing. Exact CGPJ nomenclature, document date, annex reference and treatment remain subject to primary-source reconciliation.

## 6. Actor and action interconnection rule

The Reg. No. 24 / Control 24 layer concerns conduct attributed by the complainant to **Alberto López Villarrubia**, then Magistrate-Judge of Commercial Court No. 1 of Las Palmas de Gran Canaria, in the context of Insolvency Proceeding 36/2012. That attribution is a party position, not an adjudicated finding.

Interconnections must be actor-specific and typed. The repository may connect this record to shared documentary modules and legally distinct actions—including Control 22 / DP 1956/2026, DP 1901/2026, Fiscalía routes, CGPJ controls, insolvency appeals, administrator-removal/fees, active-estate supervision and funded-exit evidence—while preserving:

- related ≠ consolidated;
- shared evidence ≠ shared responsibility;
- adverse decision/omission ≠ criminal intent;
- expected/intended TSJC route ≠ verified reparto, receipt or custody;
- prepared/reviewed/intended querella ≠ filed querella.

Every allegation-dependent connection should descend through actor → capacity → knowledge/source → act or omission → claimed effect → lawful alternative explanation → evidence needed to confirm or exclude the proposition.

## 7. Successor-thread / generator continuity rules

Every successor thread, generator, search index, graph, register row or public derivative must:

1. resolve `GC-HC-010` to **Reg. No. 24 / Control 24**;
2. carry **both dated filing events, 18 June and 25 June 2026**;
3. treat the 25 June filing as a **dependent supplement**;
4. retain both controlled status propositions: **filed through the Decanato** and **post-intake route still untraced**;
5. preserve **TSJ Canarias / TSJC only as the expected/presumed route** until primary evidence proves reparto, receipt, docket entry or custody;
6. preserve the active trace request to **Decanato + TSJC + CGPJ**;
7. link to the full bilingual Control 24 dossier rather than duplicate or shorten its evidence architecture into a competing narrative;
8. preserve `GC-GOV-019` / 169/2026 and `GC-GOV-020` / Appeal 286/2026 as separate CGPJ records;
9. preserve EN/ES semantic parity;
10. preserve public/private evidence boundaries and source-status labels; and
11. update all derivative search/graph/register projections when the canonical source changes.

## 8. Canonical public routes

## 9. Priority source gaps

1. Certified Decanato electronic intake for Reg. No. 24, including time and inventory.
2. Electronic metadata and joinder record for the 25 June supplement.
3. Outgoing/reparto route from the Decanato and certified recipient.
4. Confirmation/refutation from TSJC of receipt, docketing, custody or transfer.
5. Any assigned NIG/case number and present procedural status.
6. Current custodian/location and any disposition/notification.
7. CGPJ response locating or otherwise addressing the Reg. No. 24 trace issue within 169/2026.
8. Exact CGPJ 169/2026 filing/annex reference and treatment.
9. Any formal querella filing receipt before describing a querella as filed.

This control is authoritative for identity and continuity unless superseded by a later dated control grounded in primary documentary evidence.
